In 1945, Phillips had his first career title fight for the British Empire and British featherweight titles. On February 23, Phillips fought against Nel Tarleton in Manchester, England and lost a 15-round decision. Two years later, Phillips fought another title bout when he faced Ray Famechon for the vacant European featherweight championship. In this fight, Phillips won the title when Famechon was disqualified in the eighth round. Phillips' reign as champion lasted only four months though, as he lost to Ronnie Clayton in September 1947 for both the British and European titles. Four years later, he had a rematch with Clayton with the British championship on the line, but lost a 15-round decision.
