Bloom began his college career with Dartmouth in 1992 when the Big Green, led by quarterback (and Ivy League MVP) Jay Fiedler, won the Ivy League title with a 6-1-0 conference record (8-2-0 overall). A linebacker, Bloom registered a career-high 26 tackles in a game against Cornell that year. He's ranked No. 4 in school history for tackles in a single game.
In 1993, with Fiedler still at quarterback, Dartmouth finished the season second in the Ivy with a 6-1-0 conference record (7-3-0 overall). Bloom was named second team All-Ivy League and again registered over 20 tackles in a single game (25 against Holy Cross).
As a senior in 1994, Bloom was named second team All-Ivy League for the second consecutive year as he posted 130 tackles on the season (ninth most in school history). He was also named Academic All-Ivy League, Academic All-America second team, and an NCAA postgraduate scholar. Without the graduated Fiedler on the Big Green squad, Dartmouth finished the season with a 4-6 record (2-5 in conference).
