Career Highlights:
Born in Austria, Baar mentored the famous Hakoah-Vienna Soccer Club from 1911-1927. In 1927, he became the vice president of Hakoah of Vienna, a position he held until 1938. When the Nazis annexed Austria in 1938, Baar emigrated to Palestine.

While in Palestine, Baar organized all Hapoel soccer activities, and established courses for coaches and referees. In 1945, the British Palestine Authority appointed him to select a national soccer team. Baar managed the Israeli national soccer team from 1948-1954, and also established the Hakoah Federation of Israel.
